The islands of How to Fish are not uninhabited. A small community of characters has made their lives here, each with their own routines, their own stories, and their own reasons for being stuck. NPCs in How to Fish are not optional — they are the progression system. Quests give you coins, unlock gear, reveal lore, and in some cases are required for specific achievements.

The Core NPCs
These characters are always present and always available once you reach the relevant island. They form the backbone of the quest structure.
The Merchant
Location: Starting Beach, near the market area.
Role: Primary shop vendor and the closest thing the islands have to a central economy. He buys your fish and sells basic supplies.
Quests: The Merchant does not give traditional quests. Instead, his shop inventory is the passive progression system — buy better gear, catch better fish, earn more coins. The inventory rotates on a timer, so check back regularly for rare items.
Notes: The Merchant is the most reliable source of coins in the early game. His inventory includes explosives, bait, and sometimes weapon upgrades. He is always worth a visit after a fishing session.
The Lighthouse Keeper
Location: Rocky Cove, in the lighthouse.
Role: The keeper of island lore and the collector of unusual specimens. He has been on the islands longer than anyone and documents everything.
Quests:
The Lighthouse Log: His introductory quest. He asks you to bring him a specific fish species that he has not seen in his logs. Reward: coins and access to his library of island documentation.
Creature Catalog: After completing The Lighthouse Log, he asks you to document unusual creatures. Kill or catch specific species and report back. Reward: unique gear and lore reveals about the archipelago.
Who Stole My Beer: A memorable quest where something stole his beer. Track the creature, defeat it, and return the evidence. Reward: coins and a hint about the deeper lore.
Notes: The Lighthouse Keeper is the primary lore NPC. His quests reveal that the islands have been claiming people for decades and that the boss fish are not natural creatures. Read his dialogue carefully.
The Forest Lady
Location: Interior of Tropical Bay.
Role: Keeper of the island interior and the cooking quest giver. She is cautious about strangers but rewards those who prove themselves trustworthy.
Quests:
Dinnertime: Bring her a cooked fish. Catch any fish, cook it properly at the grill, and deliver it to her. Reward: coins and cooking-related item. Required for the Dinnertime achievement.
The Interior Tour: After completing Dinnertime, she opens up access to areas of the island interior that were previously blocked. This leads to additional quests and rare fishing spots.
Notes: The Forest Lady represents the community-building aspect of the islands. She is why Tropical Bay feels more settled than other islands.
The Beach Bum
Location: Starting Beach, near the dock.
Role: The relaxed survivor who has fully accepted island life. He does not want to leave and is content with fishing, gambling, and watching the waves.
Quests: His quests are low-stakes and often humorous. He might ask you to retrieve a lost item, deliver a message to another NPC, or perform a specific action on the beach. Rewards are modest but include hints about island secrets.
Notes: The Beach Bum provides comic relief and is a reminder that not everyone on the islands wants to leave.
Hidden NPCs
These characters do not appear on first visit. They require specific conditions to unlock.
The Late-Night Fisher
Location: Rocky Cove, on the dock.
Unlock Condition: Only appears between 11 PM and 4 AM in-game time.
Role: A night-shift fisherman who has noticed unusual patterns in the deep water fish. His quests involve fishing during specific time windows.
Quests: Night fishing tasks that require catching rare nocturnal fish. Rewards include night-specific items and lore about the deep water.
The Tourist
Location: Various beaches.
Unlock Condition: Appears randomly after completing certain progression milestones.
Role: A stranded tourist who needs help navigating the island. The Vacation achievement requires ensuring this NPC does not drown.
Quests: Escort and guidance tasks. Keep the Tourist alive and get them to safety.
The Mysterious Figure
Location: Storm Island.
Unlock Condition: Only appears after defeating The Storm Lord.
Role: A character whose dialogue is deliberately cryptic. They reference the ending of the game and suggest that leaving is not the end of the story.
Notes: This NPC is for players who want to engage with the deeper lore after completing the main quest.

Access: Quests that unlock new areas, new NPCs, or new gameplay systems. The Interior Tour from the Forest Lady is the best example.

Co-op Quest Notes
NPCs in co-op sessions handle one player at a time. Only the player who speaks to an NPC can receive or complete their quest. However, all party members can help by catching required fish, gathering required items, and protecting the questing player during combat encounters.
The Dinnertime quest is the clearest example: any player can catch and cook the fish, but only the player who speaks to the Forest Lady can turn it in.
